net: export GODEBUG=netdns=cgo doesn't force to use cgo DNS resolver #11816

On Linux, built with CGO_ENABLED=1,

% cd $GOROOT/src/net
% export GODEBUG=netdns=2+cgo
% go test -v -run=GoogleIP
=== RUN   TestLookupGoogleIP
go package net: dynamic selection of DNS resolver
go package net: hostLookupOrder(google.com) = files,dns
go package net: hostLookupOrder(google.com) = files,dns
--- PASS: TestLookupGoogleIP (0.01s)

This does seem worth doing. It would mean that there are really three settings: auto, go, and cgo.
