net: LookupAddr returns non-absolute FQDNs when GODEBUG=netdns=go #12240

18d27b2 changes LookupAddr to return absolute FQDNs when GODEBUG=netdns=cgo, but it overlooks GODEBUG=netdns=go and records in local database such as /etc/hosts.
