net: TestDialerDualStackFDLeak is flaky on platforms that support multiple acceptor threads #14223

For example,

go test -v -run= TestDialerDualStackFDLeak -count=1000
(snip)
--- FAIL: TestDialerDualStackFDLeak (1.00s)
    dial_test.go:224: got 3; want 2

Because it doesn't block the possibility that the kernel allows to pull up pending connections.
