time: genzabbrs.go should always use $GOROOT/lib/time/ #15802

When running genzabbrs.go, the output depends on zoneinfo installed on your system. This will vary from one system to another. So running genzabbrs.go will provide different effect on different computers. This is unfortunate.

We should change genzabbrs.go, so it always uses $GOROOT/lib/time/ instead.
