What version of Go are you using (go version)?

What operating system and processor architecture are you using (go env)?

Ubuntu 16.04 ppc64le

I have an update to PPC64.rules to improve performance of rotate opportunities, such as are found in sha3 and other crypto algorithms. This is done for the case where there is an operator (ADD, OR, XOR) between two shifts combine to be 32 or 64 bits, allowing a rotate to be done instead. An example:

t1 := (v1>>17 | v1<<(32-17))
