encoding/xml: Header is incorrectly escaped #2166

Before filing a bug, please check whether it has been fixed since
the latest release: run "hg pull", "hg update default", rebuild, and
retry
what you did to
reproduce the problem.  Thanks.

What steps will reproduce the problem?

package main

import "fmt"
import "xml"

func main() {
    fmt.Print(xml.Header)
}

What is the expected output?
<?xml version="1.0" encoding="UTF-8">

What do you see instead?
<?xml version="1.0" encoding="UTF-8">\n

Which revision are you using?  (hg identify)
443be59de1ba tip

Please provide any additional information below.

The Header constant is simply not escaped correctly (it uses backticks).
