Indicate in READMEs:

  • code should be compiled w/ Docker via make
  • dependencies are vendored w/ gitlock (see make update-deps)

We no longer use gitlock (it was replaced by module mode and its go.mod files), and we've documented steps for deployment in a more places by now.
