Noticed in logs:

2018/02/15 13:14:45 sync github golang/debug: sync = GET https://api.github.com/repos/golang/debug/issues/1: 410 Issues are disabled for this repo []; sleeping

We should recognize and not try to poll issues.

Issue #35299 is the same, I'll close one of them as a duplicate.
