x/vgo: treat go.mod with only module statement same as empty/missing go.mod #25545

Vgo has code to initialize a fresh go.mod file from existing version control files like Gopkg.lock.
If go.mod is empty it still does the initialization.
I thought that if go.mod contained only a module line it also did the initialization,
but empirically not.
We should probably make that so.
