x/vgo: Caching fails on Windows #25950

What version of Go are you using (go version)?

go 1.10.2

Does this issue reproduce with the latest release?

Yes

What operating system and processor architecture are you using (go env)?

windows/amd64

What did you do?

I updated to the latest version of vgo and attempted to sync a project.

What did you expect to see?

Successful synchronization

What did you see instead?

A large number of intermittent (but non-fatal) errors looking like

go: writing go.mod cache: open C:\Users\username\go\src\mod\cache\github.com\Microsoft\go-winio\@v\v0.4.7.mod.tmp*792734916: The filename, directory name, or volume label syntax is incorrect.

This appears to have been introduced with golang/vgo@00c6f96, which uses an asterisk as a separator character for temporary files here. Asterisks, however, are not valid in a Windows path.
