cmd/go: `go help mod` should mention `go help module` #26597

The help for go help mod should mention the existence of the modules help page
which contains crucial information about GO111MODULE and how modules work.
I didn't know that existed until I grepped for GO111 in the Go source tree and found
that help text.

Perhaps if #26581 was addressed, then the output of go help mod could be the same as that of go help modules now, as well as mentioning the subcommands.
