cmd/go: include standard-library packages in '...' patterns in module mode #26905

As noted in #26317 (comment), the pattern ... should match packages in the standard library even in module mode, preserving its meaning from GOPATH mode.

As demonstrated in https://golang.org/cl/128637, today it does not.
