cmd/compile: failure on a function type alias [1.11 backport]

Yeah, I've been looking into this for a couple of days now. I know what's wrong but I haven't quite figured out how it happens in detail. Working on it.

The fix for #27232 will very likely also fix #27267 and #25838. (No need to open backports for those.)
