To give some context on the labelling:
This was originally labelled for Go1.11.1, however it wasn't approved (ie. CherryPickApproved label) and merged to the release branch in time for that release. When I ran the 1.11.1 release, the releasebot moved issues like this one to the next release.
Going to add the CherryPickApproved label now, and you can go ahead and make the cherrypick CL to the release branch per the instructions here: https://github.com/golang/go/wiki/MinorReleases#making-cherry-pick-cls
Feel free to add me as a reviewer on that cherrypick CL.
@tmm1 I just made a change to the Minor Release documentation to address your first bullet point. Hopefully that clarifies it for others.
As for the second bullet point, it is true that release managers and code owners have approval rights. It is just that only release managers can actually submit the CL, which is documented in the last sentence of the Making cherry-pick CLs.
