go/build: update documentation referring to binary-only packages, to mention 1.12 being the last supported release for BOP #29927

The Binary-Only Packages section discusses binary-only packages, and the AllowBinary constant also mentions them.

Although the 1.12 release notes mention that "Go 1.12 is the last release that will support binary-only packages", it seems to me that the Godoc in go/build should make some mention of it as well.

There might be other packages referring to binary-only packages in their documentation; I just happened to stumble across it in go/build today.
