cmd/go: "found, but does not contain package" error refers to replaced version instead of its replacement [1.13 backport] #34118

@bcmills requested issue #34085 to be considered for backport to the next 1.13 minor release.

@gopherbot, please backport to 1.13: this produces very confusing error messages, and the fix is small.
