@networkimprov requested issue #39776 to be considered for backport to the next 1.14 minor release.

@gopherbot please backport to 1.13 & 1.14. Per @fraenkel this does not behave as documented and there is no workaround.

We've discussed this cherry-pick candidate in a release meeting. Issue #39776 is valid and needs to be investigated and resolved, but it doesn't appear to meet the bar for backport. We can revisit this decision once a fix is ready, but closing this backport issue for now.
