https://github.com/golang/vgo 安装vgo异常:

main.go:28:8: import "cmd/go" is a program, not an importable package

Yes, that is working as intended. You cannot import main packages.

The Go project doesn't use the issue tracker for questions. See https://golang.org/wiki/Questions.

Thank you for raising this issue. Unlike many projects, the Go project does not use GitHub Issues for general discussion or asking questions. GitHub Issues are used for tracking bugs and proposals only.
