net: provide tags for building without cgo #4078

You can build a no-cgo-for-net tree using CGO_ENABLED=0 but doesn't work so well if you
need cgo for other pieces. It would be nice to work out a way, perhaps using build tags,
to support non-cgo net without disabling cgo entirely.
