This looks like a probable builder configuration issue: perhaps the antivirus software installed on the builder is misconfigured or overly biased toward false-positives.

I took some measures to disable MS Defender the other day. It's pretty hard to entirely disable, but things should be a lot calmer now. I did this a few days ago, and those current failures are old. So I think we can close this bug, and reopen it back up if this crops up again.
