time: update packaged time zone information for Go 1.1

When Go 1.1 is out it would be a good idea to ship it with up-to-date time zone
information.

I looked into this. There was a timezone release today (2013b). Historically the
releases tend to cluster around the daylight savings flips, so it is quite possible
there will be more before the month is out. Let's keep waiting.
The actual update is easy. I confirmed that
cd $GOROOT/lib/time
edit update.bash to change to versions we want
./update.bash
still works.
