Related to #45639. We need to define if type B[T interface{ M() }] T should be permitted in the first place, exactly because it can be instantiated with an interface.

Per resolution of #45639, at least for Go 1.18, stand-alone type parameters on the RHS of a type declaration are not permitted. This program now leads to compiler errors. Closing.
