encoding/xml: disallow `xml:"foo>bar,attr'` #5033

The foo> is ignored in Go 1.0. Too hard to fix for Go 1.1, but disallow > with
,attr (make it return an error) so that people do not rely on the buggy behavior. This
will make the eventual fix less painful to existing code.
