I'd like to have anchors for the individual minor versions in the Release History page so that I can link to a particular version's notes.

An anchor at the top of each minor section exists: https://go.dev/doc/devel/release#go1.17.minor
I'd like to link someone to the notes for the latest version: https://go.dev/doc/devel/release#go1.17.6

Can someone (maybe @seankhliao or @julieqiu) advise what I can do to move this along? This is a fairly small proposal/change. 😄

I think this is reasonable to do. Moving to NeedsFix.
