cmd/go: "Access is denied." errors for .partial files in 'go mod download' on Windows

Curiously, this only seems to reproduce through the x/exp/cmd/gorelease tests — they may be doing some concurrent operation that isn't covered by the regular cmd/go tests.

Not clear to me what's going on here, but the repro rate is low. I'd like to see if it shows up anywhere else.
