runtime: wrong type assertion result when using generic types [1.18 backport] #51738

@ianlancetaylor requested issue #51700 to be considered for backport to the next 1.18 minor release.

@gopherbot Please open backport to 1.18.

This appears to be incorrect code generation, so we should backport the fix when we have one.
