Fix could be something like

func ScanBytes(data []byte, atEOF bool) (advance int, token []byte, err error) {
	if len(data) == 0 {
		if atEOF {
			return 0, nil, nil
		} else {
			return 0, nil, io.EOF
		}
	}
	return 1, data[0:1], nil
}
