The x/sys package is missing the archInit function for riscv64 on generic platforms.

This results in the following error:

go/pkg/mod/golang.org/x/sys@v0.0.0-20220315194320-039c03cc5b86/cpu/cpu.go:199:2: undefined: archInit

The same does not happen for arm as cpu_other_arm.go provides the required stub.

Can you kindly add an equivalent cpu_other_riscv64 ?
