proposal: x/sys/unix: Add ported implementation of ReadDirent to zOS

Currently ReadDirent is not available on zOS. The IBM team has provided the required code to bring ReadDirent to the operating system. A CR will follow shortly.

The problem with the existing CL is not the addition of ReadDirent. We can add ReadDirent to the syscall package without a proposal, as it is simply adding an existing function to a new GOOS.

The problem with the existing CL is that it removes the existing Readdir function.

I suppose simply reverting the name change won't be enough, as the function signature will still have changed?

Should I submit a new proposal issue? Or simply change this one?

@ianlancetaylor We've decided to keep the original Readdir function. The CR has been changed to reflect this. Please let us know if this is acceptable.
