go/types currently has no NewConst function to construct a new *types.Const. It does
have NewVar and several other similar constructor functions, so I think it should also
have a NewConst function.

The go/types is still in flux. Several factory methods are missing. They will be there
soon.
Please do not file trivial issues such as this against the API, especially since there's
a big WARNING in the API file already stating that it is still changing.
