flag: os.Stderr still used in flag

The issue https://golang.org/issue/2747, should have replace stderr
everywhere with f.out()

But here https://code.google.com/p/go/source/browse/src/pkg/flag/flag.go#405 there is
still os.Stderr, I know Usage can be changed to a custom function, but I think the
default could use f.out()

Comment 1:

Working as intended.
This is an error message delivered at startup for the user. It is not a priori related
to the file to which log messages are being written.
In any case, there is no 'f' here to use.
