x/build: create Luci GCE host images

As part of a migration to a new CI/CD system, there is a need to create host images for the machines hosted on the Go GCP project. This is a list of the hosts, images and dependent builders which are currently hosted on the project. This list tracks which images need to be migrated over to Luci. Each image lists which builders are based off of the image listed. Some hosts use the same images but provide different resources to the machine running the image.
