x/build: gotip-linux-riscv64 builder stops working

It's been consistently failing with Task did not start, no resource. Looks like all builders are offline.

Bot consecutive failure and been set offline by #66864

Do you mean that if a builder failing consecutively it will be sent offline? I'm sure we want to do that. When the failure is fixed, it should continue to build. That also makes it not possible to use trybot to test fixes.

Yes, LUCI will "quarantined" builder until you restart the them.
I had restart linux-riscv64 builders now.
