x/tools/gopls: upstream feature requests

This issue is a place to record all pending upstream requests for changes to LSP and/or VS Code.

• support for executeCommand to produce additional output streams through the progress notification mechanism microsoft/language-server-protocol#2014

• new feature: describe (type of) selected expression microsoft/language-server-protocol#1466
• Support refactors that require user input/options microsoft/language-server-protocol#1164

• Support multiple output channels for log message notifications microsoft/language-server-protocol#1885
• Add "Go to Interfaces" counterpart of "Go to Implementations" microsoft/language-server-protocol#2037
