Update (2/4/2024): updated to increase collection up to 28 as per the proposal acceptance.

Summary

We propose to add go/platform/host/darwin/major-version:{20,21,22,23,24,25,26,27,28} to the counters collected in the telemetry config. These counters correspond to macOS major versions 11 through 15 (11 is the oldest version we support, and 15 is the latest released version.
