cmd/link: support for build mode=c-shared on aix

Hi Golang Team,

As of now, c-shared build mode is not supported in AIX. We would like to understand the feasibility and technicalities involved to enable c-shared build mode in AIX. Any insights from the golang team about this will be of great help.
