time: timezone database is not updated

What does 'go version' print?
go version devel +74a1371ffaf1 Tue Apr 22 17:13:38 2014 -0700 + linux/amd64

What steps reproduce the problem?
Current lib/time/zoneinfo.zip is based on 2013g version of IANA timezone database. The
most recent one is 2014b. Don't we want to update it before Go 1.3?
