x/build: darwin/amd64 builders with macOS 26 (macOS Tahoe)

This is a tracking issue for darwin/amd64 builders with macOS 26 (macOS Tahoe). (We already have darwin/arm64 builders with this macOS version as of issue #76798.)

This is the very last macOS version that runs on darwin/amd64 hardware, and in fact only some Intel Macs have support for it. We'll have to see what can be done. In the meantime there should be coverage from older darwin/amd64 builders (e.g., with macOS 12 through 15 for example).
