cmd/link: stop requiring gold on arm64 when GNU ld is fixed [1.26 backport]

@gopherbot Please consider backporting this issue (fixed by CL 740480 with a potential followup in CL 747660). The linux/arm64 builder with Debian 13 (trixie) that's being added in issue #74985 is running into this problem too, and perhaps this is safe enough and worthwhile to backport.
