net/http: validate http2serveparking, remove http2serveparking GODEBUG before Go 1.28 release

In our weekly HTTP meeting, @neild @nicholashusin and I discussed whether to add a GODEBUG setting for the https://go-review.googlesource.com/c/go/+/831084 ("net/http/internal/http2: let the server's serve goroutine exit when idle") change.

We had three options:

We decided on a fourth option:

GODEBUG on by default but only during the Go 1.28 dev cycle, to be removed before the Go 1.28 release.

This is a release-blocker bug to remove that GODEBUG before we ship Go 1.28.

Meanwhile our company will be exercising it for the next several months before Go 1.28 is released.
