runtime: upgrade TSAN #81638
Description
Most ports are using TSAN built from llvm/llvm-project@51bfeff. This is three years old, so an upgrade for general improvements would be good, plus we are slowly gaining cases that require a newer version including:
- sync/atomic: add Uint64Pair #61236 (comment) needs newer TSAN for 128-bit atomic support.
- runtime:
linux/s390xThreadSanitizer failed to allocate 0x7e0000 (8257536) bytes at address 900000180000 (errno: 12)in QEMU #67881 (comment) needs newer TSAN to fix an s390x bug. - [tsan] Accept a 47-bit VMA for the Go runtime on linux/aarch64 llvm/llvm-project#220040 fixes 47-bit address spaces on arm64.

Thanks @prattmic! I would like to get in llvm/llvm-project#213123 and llvm/llvm-project#211388 if possible, but given they are sitting in review for a while it might take longer to get them merged.

@prattmic I think you should be unblocked now. llvm/llvm-project#211388 is still pending upstream but that is for atomic Max/Min which can wait. Let me know if you run into any problems.
