encoding/xml: Decoder.DefaultSpace should set space for attributes too #9185

The docs say:

    // DefaultSpace sets the default name space used for unadorned tags,
    // as if the entire XML stream were wrapped in an element containing
    // the attribute xmlns="DefaultSpace".

This is not strictly true. If the entire XML stream were wrapped in an element
containing that attribute, attributes would have that namespace by default too. But they
do not.

It has been pointed out to me that this is invalid, given the default attribute
namespacing defined in XML.
