net: permit WriteMsgUDP to connected UDP sockets #9807

Conventional BSD platforms never allow destination-assigned (i.e., connected) datagram sockets to write using sendto syscall as a practical manner (EISCONN: socket is already connected and a destination address was specified), but it's allowed for sendmsg. No reason to hide it away.
