RIO: A Checkpointing API for ROSS

RIO (originally ROSS-IO) is a checkpointing API for Rensselaer's Optimistic Simulation System. RIO is for checkpoint-restart operations, it cannot be used to created incremental checkpoints for fault tolerance.
