This should be very similar to time.ParseDuration() to enable the tools in cmd/ to accept a free form string for frequency. So a user could then do something like apa102 -hz 10mhz and this would work magically.

The more I think about it, the more I think that issue #303 is better and time.ParseDuration is an error in the stdlib, they should have used time.Duration.Set(s string) error, so it would have implemented the flag.Value interface.
