  1. Allow specifying rootUrl at runtime 

    This can be useful for testing (pointing clients at `localhost`) or proxying (if for some reason the `proxy` option is insufficient).

Test Plan:
* Added new test.
* `npm run generate-apis && npm run build && npm run test`
