fix: fix retry deadlines (#116)

* changes without context

        autosynth cannot find the source of changes triggered by earlier changes in this
        repository, or by version upgrades to tools such as linters.

* chore: upgrade gapic-generator-python to 0.39.1

feat: add 'from_service_account_info' factory to clients
fix: fix sphinx identifiers
