In the actual "Get started" instructions found here: https://developers.google.com/appengine/?csw=1#getstarted-framework-flask

There in the (2) Run locally, it says that you should install the requirements using:

pip install -r requirements.txt -t server/lib

but the instructions on the README here say that the requirements should be installed in to lib/ which works fine. No biggie but confused me a fair bit!
