Add a funding.json file

The feature

Add a funding.json file describing some of the larger plans that we have, like helping the user make a constructive contact or to be able to contribute to Wikidata without leaving Govdirectory.

Why?

This will both clarify the roadmap as some of our previous applications are not public anywhere and it will also be a (small) chance that someone sees it and funds a larger package of work.

Examples and inspiration

Not many yet, but this podcast describes the idea well.

I started looking closer at this, but I got stuck on the first section which assumes an "entity" and nothing there fit well for us as we are so informal.

Closing this for now, we may reopen if we organize ourselves more formally.

We will aim to post previous applications as subpages on the wikiproject instead.
