You can now pass url parameters to a dashboard that will override the dashboard time range.

4 different formats are supported:
relative time
from=now-1h
to=now

only date (utc) YYYYMMDD
from=20140301
to=20140301

date and time (utc) YYYYMMDDTHHmmss
from=20140301T040210
to=20140301T052010

epoch in ms (utc)
from=1410338479775
to=1410338492279

This issue only handles the initialization of the time range from url. There is still no UI feature to share a dashboard or time with the current range. But this feature is a precursor to that.
